Billy being there has story implications, but I'm assuming we'll be seeing Billy, Mai, any FF characters that are popular in KOF. It won't be exactly like the original Garou 2 plans where it would be all new characters.

That art was almost certainly not new or created for that promo, looks some old stuff they had laying around. They even go out of the way to show Tonko's name like "No no look it's real, not some random fan-made shit we swear!"

I tuned into Evo right as the last match of the Grand Finals of KOF was finishing up (as luck would have it, I had no idea, lol). Staid to watch some of the announcements and went ape fucking shit when I saw this. I may have squealed. I don't care how bad it ends up being (hope it's awesome), I'm on board.
