I've seen this pop up online a lot and this wasn't really the case for the neo. Contrary to theories stating that the Neo Geo hardware didn't have a lot of third-party titles due to lack of publisher interest, SNK was actually actively declining/preventing third party developers from releasing titles on their hardware in the early 90's. Battle Master, which was eventually released on the SFC, was one of these declined Neo Geo projects:... because no publisher wanted to make games on NEO.
Like the publishers who released their game on Nintendo or Sega.
