Are you trying to infer it's a not very good game that never deserved a home release, as who in their right mind would buy it (back in the day)?

Horse racing games are just one of those weirdo things that the Japanese love but nobody else in the world has any interest in or understands. Like train sims, pachinko and nudie mahjong.

At least in Stakes Winner you get to play the horse in the races. If it was something you just watch like Jockey Grand Prix it would be worthless.

A friend of mine in Japan was bananas about horse racing. He took me out to the big horse race grounds in west Tokyo one time and it was absolutely fucking packed. Guessing that's the market.

this movie is a pretty good depiction of the target audience for horse betting

Yeah, I’d imagine the horse racing scene is a lot like the mahjong scene…but with fewer cigarettes and larger piles of dung.

It's actually pretty fun. Not a button masher like most would think.

And it got also released for mainstream consoles. It had It's fair share for Saturn and Playstation.
