It was free before but I missed it last time. Pretty sure it will be free again in a few weeks.
You can also use a virtual prepaid credit card for it. Bunq or Revolut are free and recommended for such small purchases.

When it was free, all you had to do was type MEGA for the promo code and include your email address and that was it. I even made up a fake name and home address. It's an ebook so they don't need that.

I'm glad this was free but I wouldn't pay money for it.
