I don't know how those two things can both be true.

If I had to guess, I would say it's Russia trolling the US, since the US has been flying drones over Russia throughout the Ukraine situation. Some people think the military is testing some new drone hardware over NJ and NY because they're somewhat similar in layout and population to the areas of interest in Ukraine. (We are presumably giving the drones to Ukraine as aide.)

The kooks have jumped to aliens / NHI taking on the form of something humans could comprehend in order to surveil (why not just be invisible if they can take any form?) or acclimate us to them.

I saw on either the NJ or Air Force reddit that NJ is the source of all the power for New York. In the USA drones have been sighted mainly in NJ and recently in NY. I can't vouch for that or anything. The suspicion is that China could be behind it and planning an EMP attack.

The theory is that the military doesn't want whoever is doing this to learn about the military's countermeasures / capabilities. I don't know what would be so mind blowing to Russia that we point a gun and shoot, then salvage the onboard data.

That seems silly as there are more practical ways to knock out a drone. I assume they’d probably want to not completely destroy

I just mentioned that as an example of a "duh" way of taking one out. It could be a fire hose, a net, whatever. I think the more sensitive thing would be if / how we can trace back its operation. Are they being operated remotely from Russia (or wherever)? If so, how is the signal getting all the way to the drones.

Transmitting signals confuses me, admittedly something easily done. But how can we send signals to and from those deep space craft like Voyager 1 and 2, 12 billion miles from earth, transmitting to 1970s technology, but I go round a corner and my car radio takes a shit?

They are both radio signals, but the Voyager craft had something like 4 meter dishes, and one of the few things big enough to take up the signal is 70 meters (NASA Deep Space Network or something like that). That's the main thing AFAIK, but there's also the signal. I think the bitrate (spacecraft have a very low one compared to cell phones) impacts how easy it is to pick up, since this is inversely proportional to signal strength. I think this is related to how 5G radio is faster but has a shorter range than previous, slower gens.
