I've never seen anyone call it a cdr mod before so that threw me off. Are any of them RGB modded?

Saturns don't need an RGB mod. If you want Euro scart output on a US or JP model you just need to purchase a cable wired for NTSC systems. A PAL system will need a cable wired for the PAL pinout. If youre talking about JP 21 RGB, then the US and JP models output it with a normal JP21 cable, but a PAL one will require a specially wired cable.
