Joystick and buttons issue on Player 1

I have a joystick that is wigging out on the character select screen in Fatal Fury 2. However, it works fine during gameplay as far as I can tell. The player 2 joystick doesn't have this issue. Have you guys seen anything like this before? (Link below)

This is my first arcade which I just got up and running after rescuing it from being trashed. I don't have any other games to test at the moment, but if you guys have seen something like this before, I would appreciate the help.

I have also discovered that the buttons in Player 1 seem to be behaving like they're in turbo mode (video below). Player 2 buttons and joysticks are fine. I've switched the harness to the other joystick and the behavior transferred over to that stick, which leads me to believe it's not a joystick or button issue, but I don't know what steps to take next. It all seems to be wired correctly. Any help would be greatly appreciated

Sounds like a wiring issue. Visually inspect the harness from the control panel for any signs of frayed, cut, exposed, shoddily repaired or otherwise damaged wires.

The MVS has a diagnostic test screen with all the joystick and button "states" shown as active "1" or inactive "0". I would pull this up and start checking wiring as mentioned above
