I have added pictures of the text on the panel. The words "licensed by SEGA" make me think that this is a Sanwa Reproduction panel but the coloring of the panel is much much closer to the original color layout than Sanwa's 2L12B reproduction models. This panel layout also varies from the layouts sold on Akihabarashop for example. I have had a very large variety of Blast City panels over the last 3 years (sort of turned into a hobby of mine/pet peeve) and I have never seen a similar panel to this. That being said I fully believe this to be an official reproduction panel, due to the design layout as well as quality of overlay. It's the exact same quality as any other officially licensed panel or original panel.
