It's a little confusing, but the tiers are basically how many free games you get access to. The base tier is like old PSN plus, you get access to online play and such. The middle tier adds a lot of free games like Gamepass, and the highest tier adds even more and access to the classics catalog, which is older games they ported to PS4/5 that you can't access any other way.

I tried it for a couple of months, it was neat but not something to pay for long term. I did like playing Euro Ridge Racer 2 PSP on my PS4 with no fuss.

These games may eventually get sold seperately. Both Ridge Racer 2 (PSP) and Ridge Racer 4 can be purchased outside the service now.
