On the Toshiba you should be able to access the service menu. You can change vertical size, horizontal etc...
1. TV turned on
2. Press 'Mute' button on the remote.
3. Press 'Mute' button on the remote again and hold.
4. Press the 'Menu' button on the TV.
An S should appear. Press the menu button on the TV again and some options should appear.
Use the 'Channel up'or"Channel dwn' to select the item.
5. Write down the old value of the item before changing.
(VERY important, make sure you remember the old settings. there is no default option that will set it back the way it was)
6. Use Volume up and down adjust the value.
7. When you have made all the adjustments you want turn the set off to exit.
I suggest the only 4 settings you mess with are vertical/horizontal position, and vertical/horizontal size. They may be named funny, so you will have to find them.
There are many other items in the service menu, DON'T mess with them. They could fuck up your tv. This menu is intended for service personel only, that's why instructions on how to access it are not included in the TV manual.
I've done this on my smaller 24 inch Toshiba because the Neo Geo image was stretched off the screen.

If anyone reading has a smaller Toshiba, but does not have a menu button on the TV, you can still access the service menu.
1. TV on
2. Press and hold volume down on the TV (once it's all the way down, still keep holding)
3. While still holding Vol dwn, press and hold button "9" on the remote.
4. Service menu should appear.
5 Again, chnl up/down change item, vol up/dwn change setting.
6. WRITE DOWN ORIGINAL SETTINGS.
7. Press menu button on the remote to exit.
I think the smaller Toshiba's service menu is easier to understand than the larger sets. I think it has settings for AV mode/ and TV mode. AV settings might appear in yellow, TV in red.
