Searching around google with the japanese title from that video, 森夫THE双截龍 I managed to find a few different download links across several websites, though they all lead to dead ends where it was deleted or taken down it seems. Maybe someone else with some stronger google-fu can find something.

Took a stab at it tonight. Scoreed 96,766 on US, MVS, Normal Difficulty.

Got an Everdrive GBA to play some gba games and rom hacks and ended up playing game gear games on it more. Surprised how well they run on it.

The Last Blade series has always had great backgrounds.
