Not exactly; rather, he was infused with Kyo's genes, which gave him the power to wield flames (controlled using the red glove he wears on one hand). Although he was a normal person before that, it's still unknown as to who he once was, including his original name.

He's not a clone, per se. He's just a guy that was infused with the genes of the Kusanagi, allowing him to wield the crimson flames. However, since he wasn't a true Kusanagi, he needed his trademark red glove to allow him to control the power within him. Krizalid was a clone of K', however, given K's true memories. That is why he thought that K' was a clone of his, and not the other way around. So to answer your question, no, he is not a clone of Kyo.
