Confirmed Boot. You can see the reasoning in my post here.

So we've seen small board boots before, but this one is unlike the ones I have seen before (as far as layout). This could very well be some sort of prototype.
Thoughts?

Hello
This is a long story.
During 2008 - 2010 I worked for Ignition entertainment as a localization specialist. I helped with the localization of King Of Fighters xii ( Sorry guys, we did the best with what we were given) I had to collaborate with SNK Playmore quite a bit and that meant many trips to Japan. During from 2000 - 2012 I was strictly an mvs collector. Well one of the many people I had to work with heard about that. One of the project leads heard about it and asked me if I wanted to buy his ssvs proto from him... it was just 2 circuit boards mind you. But when I looked at it I was surprised.. I had never seen boards that small in a mvs case.... ( my first thought was boot) but he swore that it was an early board that's why it looks like this. So I bought it and slapped it in a used shell and made a sticker for it.
