Question About Debug Bios and AES Games

I have a Japanes Neo Geo modded with the debug bios. Is it possible to play English AES games in MVS mode? Whenever I try to play an English AES game and switch the mode to MVS, I get a message stating that use outside of Japan is illegal, blah, blah, blah. Even when I switch the region of my console to US, I still get the error? Can someone please help me.

I'm not sure I understand your question. When I change it to MVS mode and restart the Neo Geo, I get a red warning message stating that use outside of Japan violates certain copyright laws, etc. From this point, I have to turn off the power and change it back to AES mode. The message is in English
