What is the WE1-We4?If the Diag BIOS can't find problems but there is obvious problems with the graphics, its a hint that the problem is in parts that aren't tested by the DIAG BIOS.
Check the connection of WE1-WE4 from the LSPC-A2 to the B1.

I would focus on what @maki suggested here regarding the P0-P23 address lines. The video ram only contains information about what/where sprites should exist on screen and not any actual sprite data. This information in ram is used by the LSPC/B1 to pull the graphics data from the cart and display on screen.
Per your initial post it looks like an issue with the lower address lines of the C roms.
