MVS sticker duplicating

I have a interesting situation. My Double Dragon MVS has a double dragon sticker over another sticker. The games legit. Same with windjammers. Any reason why? Its not like these were hacks, the windjammers I can see clearly and its perfect.

Its common if the cart label was originally a Japanese one or another region and changing to US. But I've seen some snk relabels that were the same region relabel. And once I had an upside down legit label on a BS2 cart.

I've had some good luck recently. I got a relabeled ninja masters some time ago, tore off the relabel and found a good enough condition jp label under it.
