One time on the TV show COPS I saw a guy who was dresses JUST like Hon-fu. Red wifebeater, baggy pants, even a kinda big nose and the same kinda hair.

Not KOF related but meh.

Benimaru in a circus? Was he a clown or a spectator?

a trapeze artist. he had long hair which he jelled while upsidedown.

there weren't exactly clowns. it was a formal circus in a kind of way. no animals lions no nothing. more like a magic show meets a circus.tricks and a helluva lot of arial acts and illusions. but yeah there was a shitload of comedians.
