Just how hot should the heatsink on an ST-V get ?!?!

So I just got my jap ST-V installed and running, well as long as I have a fan blowing on the heatsink that is.

I was guessing that given the size of the heatsink, that it would get pretty hot, but if there's no air moving on it, the thing could easily boil water. If I leave the board on with no airflow, the graphics get wavy after about ten minutes and the heatsink is searing hot.

I can't imagine this is within normal operating parameters, is it?!? I've checked all my voltages and connections, no missing caps or anything, the board is clean etc... The only odd thing is that if I run a system check, rom ic8 which is a socketed eprom (bios?) comes up as being bad.

I can play for hours as long as I have a fan going on the heatsink, but that just doesn't seem right. Any comments?
