No it is Japanese... All Toshiba chips with no EPROMs, it is deffinetly not a boot. I am not surprised though, this was one of the best selling Neo games of all time, there are probably many different runs of the game.

I can tell the difference Believe me, I have actually had a game that was a bootleg, but used a mixture of Toshiba and Sony chips... The Sony chips were hand soldiered (pretty good to I might add). I kept it, it was a boot, but it was damn close to real. This was in my Kizuna Encounter cart.
