Is Japanese toilet paper special?

A guy in a sculpting forum I belong to uses it for skin on his undead creatures like this one (he even stole some from a Japanese hotel and brought it back to Sweden with him.) He says Japanese toilet paper is super strong and stretchy but also incredibly thin. True? If so, what do they do to make it like that?

Also, M is known to associate with international toilet tissue thieves.
