How do I get a good pritout of an insert?

I have tried to get this sort of thing done at Jesops ect but the staff all look at me blank. Then say I need to chop off a portion of the image to have it printed. What I need is to have borders around the insert image, making it the size and aspect ratio of A3. Does anyone know how I can do this.

A lot of it isn't immediately applicable, though, as they don't have Kinkos in the UK.

The file should be in PDF format, which should tell them the printed size it should be. If they print it from that, there should be no problem, unless they can't print things that size (then find another printer.)

I would think that the info should be pretty accurate no matter where it is printed.
