well.... the differences are the content you can use/upload.
windows means you can use ASP.... if you are going to have a shopping cart.... it is important to be on a windows server.
IF you are going to use ASP in anyway.... you need to beon Windows.
A lot of linux plans will limit you to a certain # of files used on the server.... IE on my linux plan... I have 20,000.
With both.. you can normally use perl, cgi, and a few other features.

www.hostway.com because they give you a lot of features... IE you have webmail (can check it directly off the server... if you are out and about), up to 10 addresses with the base plan..... 200 megs of space.... and free scripts, etc.
It really just depends on what you are using your site for. If you are going to have a straight html site, then go for linux. You can do a lot with it..... and it is reliable.
as for Frontpage... it works great with both platforms.
Functionality is basically the same on both systems.... except I noticed with the windows... there are more options for windows media content...etc.

but that site that songohon was talking about.... its great if that will be your only site. IF you are planning for multiple domains pointing to your 1 site... or if you want the ease of use.... and want less headaches by having all your sites hosted on 1 place... hostway seemed to offer the better value... even though you get less space... the bandwidth was higher.
but for 1 single site... you cannot beat what plan was listed by Songohon. That is definitely a KILLLLLER deal!
