A digital art file that I can download off another site (I'm sure they are all available already) is pretty much worthless.

I guess there is a problem with fan made wallpapers. They often use official art, and it is not permitted to use them. It is the same stuff as with emulation. Both are illegal. Btw. there are not only wallpapers for download, there are also some screensavers.

Oh i want to add something. The service is targeted to japanese user, and for them it is normal to pay for "small" things. Look for e.g. how popular i-mode in Japan is. People how are using i-mode are not complaining about paying for wallpapers
