Neo-Geo.com is on a dedicated managed server and so only tech support from the hosting provider can access the root directory. Following the recent holiday there apparently wasn't anyone qualified to reinstall PHP until just now.

I'm so happy that neo-geo.com is back up! I was panicking for a while. I tried posting on other video game forums, but they just aren't the same. The logic of owning a Neo Geo eludes them, which is pretty much the foundation of my brain.
