Originally, SNK wanted ''[[The King of Fighters '94]]'' to have a Prisoner Team, formed by [[Chang Koehan]], [[Choi Bounge]], and a third prisoner, but due to various circumstances, they added in [[Kim Kaphwan]] instead and made it the Korea Justice Team. Xanadu was created for ''KOF XIV'' with this concept in mind.<br />

This legendary criminal is currently imprisoned in an underground jail. A superior intellectual, Xanadu is considered to be the "King of the Underground" by the other prisoners. <br />

Xanadu is considered by others and himself a 'superior intellectual' who talks about subjects and concepts that are supposedly very difficult for most people to understand, when in reality it is far more likely that he is extremely delusional and deranged. [[Chang Koehan|Chang]] and [[Choi Bounge|Choi]] are unsettled that the prisoners surrounding Xanadu seem far more energetic and lively than normal due to his overly charismatic personality.<br />
