A member of the Kusanagi clan, Shizuka can also control fire — she is hinted to also be skilled with a ''naginata'' (polearm typically used by women and ancient warriors) — but she willingly decided to take the role of a housewife. She married her relative [[Saisyu Kusanagi]] while being fully aware of his status as the Kusanagi leader.<br />

In ''The King of Fighters: Kyo'', [[Eiji Kisaragi]] invaded the Kusanagi house searching for information, but she sensed him and after pointing at him with her naginata, she calmly convinced him to take some tea with her, so he won't mess her recently cleaned house. She later is seen tricking Saisyu into telling her his plans when he doesn't want to confide in her, which scares the crap out of her husband.<br />

A flashback to Kyo's childhood years recalls Shizuka's initial concern over Kyo's harsh training regime, until Saisyu allowed showed her how Kyo was flourishing. Another flashback recalls Shizuka tending to the injuries her young son suffered while defending his friends at school.<br />

Shizuka loves her family, but since she doesn't really like fighting and will avoid it if she can help it. She is very calm and kind-hearted. She also has a good poker face, looking and acting placid even when she's furious, and is able to scare her husband with a single glance.<br />
