My account had been restricted twice (one permanently(closed) and the other temporarily)

To this day, I still don't have a clue why they closed my first account (they said it's confidential). If they didn't close it, I'd have 300 refs. by now.

My 2nd account was being restricted temporarily just because I accessed it from abroad (last summer)

I have a PayPal account set up now to pay for ebay auctions. I'm not verified because I don't trust those jokers to protect my bank account. Once I reach my $1000 sending limit, that's it. I'm closing my account and saying goodbye.

I highly recommend that everyone go sign up for Citibank's c2it service ( http://www.c2it.com/ ). It works just like PayPal, and currently there are no fees, but of course we all know how that goes <IMG SRC="smilies/wink.gif" border="0"> Still, there are no sending limits, and no need to provide a bank account to get "verified."

Also, Citibank is an actual BANK that's very experienced with handling money, not a "money transfer service" like PayPal with a bunch of off-the-wall rules and regulations that all but indemnify them against any possible litigation. And Citibank's customer support is superb.

I feel a lot safer having Citibank handle my payments, and I wish more people would sign up. PayPal really is a shit service.

Hey, now this is something I can relate to... as I mentioned in another thread... I'm about to take paypal to court if they don't pay me my 124$ back! Those bastards tried to make a transfer from my bank account WITHOUT my permission, but I didn't have enough funds in my account to make that particular transfer, so when I was fined by my bank 31$ 4 times. Twice for them trying to make the withdrawl, and 2 more times when I tried to write a check, and withdraw 20$ from an ATM (the first 62$ fine wiped out my checking account, so then I got fined on those two because I didn't have enough money in my account). Bastards. They don't even return emails anymore. I told them in my last email to give me my money back, or give me the information needed to give to my lawyer. They haven't responded in a week, so they are ignoring it, considering giving my money back, or preparing for war. Bastards.

Yeah... so I just put up a whole bunch of ebay auctions... after those are done... I'm closing that paypal account. Screw paypal!

As far as I know, yes, international users are welcome. You can send/receive money from people anywhere in the world and it gets converted into your own local currency, but there's a fee for that I think. You'll have to check their site for details.

Does the recipient need to have c2it to receive the money? Does it send a physical money order?

Not to play Devil's Advocate, but so far I haven't had any problems with Paypal. I have heard of a few people having problems but nothing that has happened to me. I'll have to check out that website.

Ok, I briefly read that website and feel I need to explain what happened to me.

I paid for something and wanted to pay with Bank Account #1 because I didn't want to overdraw Bank Account #2. So, I paid for the auction and everyone was happy. I checked my bank account #2 status the next day and what do I find: I'm overdrawn by an amount that could only have been caused by the auction payment. Well, there is a very good reason for this (I called paypal for this answer). Basically, to enable you to make a payment directly from your bank account, paypal puts a hold on the amount of funds needed from your primary credit card on file. Paying with your bank account is no faster than writing a check in reality. In the days that a check would need to clear, paypal puts a hold on that amount of money, ON YOUR CREDIT CARD. Well, my primary card is a Visa Check card, which directly debits from account #2. So, I was temporarily with a negative balance in account #2 because a hold was put on that amount, on my visa check card. To make this clear though, a hold on funds that gives you a negative account balance will NOT actually overdraw your account. Only if paypal makes a claim on that money, will you be overdrawn. After a couple days, the hold on my visa check card was taken off and the money was taken from the account I originally wanted to use. No harm, no foul.

I also read on that site, from the horror stories page, about a guy that tried to use his mom's credit card with his name on his paypal account and was complaining about how his bank account was drained. I have no sympathy for this guy, IT LOOKS LIKE FRAUD WHEN YOU USE A CREDIT CARD WITHOUT YOUR NAME ON IT! Come on, how stupid must this guy be?

Anyway, I know that my experiences don't explain everything that goes wrong with paypal, but I think it accounts for some of them.

Just as a PayPal recipient needs to create an account to actually lay claim to the money, so does c2it. It works exactly the same way; the money is transferred from the sender's c2it account (which pulls from a credit card, bank account, whatever) to the recipient's c2it account. From there, it can be moved to any account linked to your c2it account. All without fees. I've never received money via c2it, so I can't verify this, but I'm pretty sure that they don't charge a fee even if the sender uses a credit card, unlike PayPal.

My guess is that Citibank, being masters of money, know exactly how to make tons of interest off the money while it's in transit, negating the need to charge fees.

I think the evidence is there that PayPal doesn't really know what the hell they're doing, and if they screw things up for you, they couldn't care less. I'd never link a bank account to my PayPal account simply because it's next to impossible to get actual cash back. If they pull unapproved funds from my credit card, a call to the issuing bank will most likely get faster results.

Me neither and I have been using paypal regulary for over a year now.

Most people never have a problem. Unfortunately, when someone does have a problem, it's a pain in the ass to fix, and that's if PayPal will even return your messages. People don't make up these horror stories; they do happen. I read about one guy who had over $6000 mistakenly withdrawn from his bank account. It took several months to resolve the problem, and it was entirely PayPal's error. That didn't stop them from bouncing him from CSR to CSR and ignoring his repeated e-mails. I know some people here are loaded, but most of us would be hard pressed to look at a $6000 error as a minor problem. How many people could lose that amount of cash for several months and still be comfortable?

PayPal is great as long as everything goes perfectly. Once they screw up, they leave you holding the bag. Therein lies the problem. A great product/service with lousy customer support is worthless.

Paypal is in the process of screwing me right now. This girl bought something from me over the summer and the transaction was completed in mid-July. 4 months later, she decides to tell Paypal that she never got the stuff. Somehow Paypal decides that their 30 day charge complaint policy is not in effect and they allow her to file this complaint. Out of the blue, I get an email from Paypal over Thanksgiving break saying that I have 72 hours to respond. Obviously it was over Thanksgiving break and I was on vacation, so I did not get the email in time to show them proof that it was delivered. So they credit this girl's credit card back for $750 and make my account negative that amount. I email them, proving to them that the merchandise was delivered to the best of my knowledge (tracking data through the freight company, etc.) and tell them to reverse this fraudulent claim. I also tell them that the 72 hour period, especially during the holiday period, is crazy. They feed me some bullshit that the 72 hour period is there because that's how long it takes to chargeback to this girl's credit card. WHAT? That's bullshit. They're trying to pull this on an economist? Yeah ... so it was months past the 30 day period that Paypal has to contest transactions and over a month past a 90 period for the credit card. Now they tell me that if I want my money back that I have to get it back from that girl who filed the complaint. Obviously she's not replying to my emails. I'm worried about what this can do to my credit. There goes absolutely every dime that I may get for graduating college (in a little over a week) and Christmas money.

So what happened here? Paypal broke every rule that they have. That's the story. The girl got the merchandise for free, I'm out $750 ... a broke college kid trying to get on his feet over the next month with $80 to his name.

c2it wants a minimum of 10-15$ for ANY international transaction. fucking useless for anyone not in USA. the huge advantage of paypal for me is being able to pay others within seconds, WITHOUT having to pay a shitload of money just on fees.
plus, paypal is accepted by damn near everyone, while c2it is pretty much unknown still.

I never ever had a single problem with paypal, but they saved me several hundred bucks in fees (not to mention enabled me to buy lots of stuff I couldn't have paid for in time or a decent way otherwise).
