Actually, It is a study by Devah Pager, currently of Harvard University.
The study was done when she was at Northwestern and appeared in the "American Journal of Sociology"

To be honest I did goof on that one, I was thinking of measles.

I care about what I see with my own eyes in my own world.
I get to go to a mandatory pre bid for a 100+ million dollar renovation at the University of Illinois and I watch a minority man stand up in front of a room full of contractors and openly make threats telling us what will happen to us if we do not give 10% of our materials and 10% of our labor to a minority owned business and minority employees (which we have to bring in out of state if our books are cleaned of minorities) then, after the meeting get escorted out of the room so the minorities represented can have a special meeting...I get to see "affirmative action" first hand. (This is just one recent example of the MANY times I've ran across this kind of legal blackmail)
Last I checked, I saw no Harvard professor present at meetings of this nature.
I also do not see them present when I have to pass on a better qualified applicant to our apprenticeship to meet a minority ratio...
In other words...I do not give a good fuck what other people claim "what is"...I can tell them "what is" just fine...I have to see it every day and represent a tiny portion of what the government has their fingers in.
That study is just like a vast majority of what social annalists and college professors claim to know, it is mostly bullshit.

I came here to read everyone's reaction to the video of the second cop shooting in the area and instead it's the norton and smokehouse show, with some max rant thrown in for good measure.
