Does anyone know what would cause this?

I've seen a couple capcom games get like this. The CPS2 games I can understand are sometimes not socketted with the A board properly and that can cause graphics corruption, but a CPS1 board? I suppose it could be the same...

Edit- Also, I love how the cover of the instruction manual has Ryu vs Joe and Ken vs Birdie on it. More useless nerdy video game trivia
