US Xbox-Live in Europe?

I'm thinking about to buy a us Xbox (because most of my games are US) to play with Xbox-Live. My question is, can I register to US Xbox-Live service while I'm in Europe?

i dont think you can if its like the DC and PS2 online networks where you need to be in the country to connect to your countries game servers.
like you wont beable to play Garou JPN on PS2 online in the us or europe because you need to be in japan to connect to the servers.

im not an expert but i wouldnt think so.
