Turbo Express has stumped me

Friend needed a recap on a TE that has a working backlight but no video or sound. Did the recap and also replaced the fuse as it was starting to corrode and nothing changed. Double and triple checked the recap and also checked the traces for any damage but continuity is perfectly fine.

Anyone had this happen before? Is it maybe an issue with a part under the white goo/glue? Usually if it doesn't play or display anything, it would mean a dead clock.

You're on Facebook still right? In the turbo group there's this guy that did my recap that's works exclusively on turbo stuff. He's pretty highly regarded. His name is Chris Brown.

I asked some PCE buds and one of the responses was:

I'd give the whole PCB a good cleaning. Plus thorough cleaning of the cartridge slot (I always use a cardboard w/ Alcohol). Additionally the connections on the flex cable should have been probed.
In general a common source for PCE systems not starting up is a broken HuC6280 which can only be salvaged from a donor PCE. So if it's definately no connection issue the CPU would be my next guess.
