'Play Feel' means you approach a new opponent and feel out there game. I'd give Valle the credit, because that is his term, and I find it to be a totally on point way to explain things.
I sort of have this also and anyone can develop it through fighting various good opponents. If someone beats me, and then like we do matches and I win the next 20, I've felt out the game plan and from there its up to them to change up to earn wins back. I play a tourney player ryu who's very sick at consistently reacting to everything, and this match is fun and frustrating, but my Rog is a Ryu killer, so its fun fighting a true Ryu who knows his rules, and forces me to upgrade my mind or lose every game. If you fight a Ryu with Rog that you can't sRH from a far, turn punch through, headbutt through projectiles. A Ryu who knows when to stick out cMK, and when not to, you're playing someone hella good player who understands his footsie game. These players are very rare though, as usually other things are lacking in the big picture. IE; bad shoryu reaction, etc.
Also, cammy sort if falls apart though. I think she's really only good online or if someone offline does early air cancels constantly to open up opportunities. Her biggest issue, and the prime reason I kill many Cammy's is that she can't use a lot of her moves against anyone with even decent reaction. You can literally see and react to most of her shit unless its from just further then sweep distance.
Guile got a GREAT buff. A ultra that is actually fucking useful. No more stupid shit with that.

The only comp i have is online these days so when I run into a good Cammy player, it can be a bit of a task.
Thank god Guile's Sonic Hurricane is gonna be a bit of an equalizer. He needed it badly. Again, I do very well with him whenever I play but it just seems like I have to work three times as hard to win with him against good comp.
