Here's the deal: modded USA X-Box. I don't know if it plays regular games (no reason it shouldn't but I don't nor have ever had regular X-Box games). System boots up fine, comes with AC cord, AV wires, and two controllers. Console has some scuffs from general use on it, but everything works tip top.

I don't know what the modding is for other than emulation. I have a number of Emu discs I can throw in (SNES, Kawa CPS2, Kawa Neo Geo, Genesis) but those are just bonuses so I'm not including them in any price. You can just have them and pop this on for your kids or yourself if you just want a Rombox. Pop the disc in, emulator boots up, stuff works, I don't know how or why or if other stuff can be added on, so please no technical questions.
