Recently purchased KOF 97 MVS cart has all the bosses already accessible????

I recently picked picked up a used KOF 97 MVS cart on ebay. When I put it in the boss characters were already playable without activating anything on Unibios. Does anyone know why this is?

- modified game (installation of a small daughter board to modify the game = hardware hack)
- boot

So I don't think it is a boot. It looks like it was a hack or a repair of some sort. I opened the cartidge and compared it on the MVS scan site and it matches except that it is missing a chip on one of the boards and there are 2 windowed ep-roms added to the board. At least that is what I think they are. Everything else inside looks legit. Would someone do this as a hack or as a repair?

Actually this is exactly what my boards look like. It is a legit cart with the boss hack.

There is a difference between a legit cart with additions vs a fake game from the outset (bootleg) no?
