Both craft were in communication with the tower. The helicopter was advised to maintain visual distance and failed to do so. Inexperienced pilot, I think.I'm sure someone knows a hell of a lot more about it than me and I could be wrong, but I believe helicopters are not usually under ATC, they fly low and relatively slow so they're probably just using VFR.
How Army helis that operate in and around a heavily restricted airspace like DC wouldn't know typical landing approaches at Reagan is beyond my comprehension.
I agree with Sneth, it's a massive fuck up by the helicopter barring something completely unexpected.

Trump, in a press briefing, boasted about an executive order he issued last week ending diversity, equity and inclusion hiring within the Federal Aviation Administration, and suggested without proof that people with “severe intellectual disabilities” had been hired as air traffic controllers under the Obama and Biden administrations. He said only “naturally talented geniuses” would be hired for the job under his new policies. He later said “we don’t know that necessarily (the crash) is even the controller’s fault.”
