red isn't "turning" to green, you are just losing your red signal. I suspect 0.1uf cap going to Red input on the CXA1145. You can always tap the RGB (with SCART cable or otherwise) to make sure it is the video encoder and not the CPU/GPU. It clearly looks like an encoder issue though (which is good).

EDIT: if NG uses the buffered RGB out you might have the same problem. You'd have to tap it from pins 2,3,4 of the encoder in that case.

Like Zach mentioned, check the red input cap. I've also seen this happen when the AV socket is worn and also when the ferrite bead gets corroded(some AES versions use it, also not a common problem) or the output cap is dry.
