Marvel vs. Capcom 2 level 84 unlock help (Naomi)

I'm trying to get the Level 84 unlock in Marvel Vs. Capcom 2 to work on my Naomi (USA bios), but I can't seem to get it to take. I've entered level 24, 48, and 72 fine, but 84 won't work for some reason.

The codes online say:
"JUMP TO LEVEL 84 (unlock 4 characters) Enter Game Test Mode. Move cursor to Difficulty. Press in order: Fierce, Short, Assist 1, Jab, Assist 2, Jab. Exit Game Test Mode."

Button layout being:
[JAB] [FIERCE] [ASSIST 1]
[SHORT] [ROUNDHOUSE] [ASSIST 2]

have you played through a game before you put another code in. I think thats the only way to get the last code to take

I've always just banged out the codes one after the other. If all else fails just mash the credit button for ten minutes.

Step 1) Power On The NAOMI And Hit The Test Button
Step 2) Push Service Credit 11 Times To Get To Game Test Mode The Press The Test Button
Step 3) Move The Joystick Down So The Arrow Points To Game Configuration Press Button 1
