Thats becuz KOF98 wasn't a KOF. I mean it has nothing to do with KOF storyline like Vice and Mature meeting Chris, Shermie and Yashiro becuz Vice and Mature were already dead in 96 before the appearence of Orochi Team in 97.
So, Kof98 is not an episode. it is just sort of trilogy (quadrupology) of previous KOF.

lemme elaborate:
Episode 5 in KOF '99 picks up after the Orochi saga in KOF '97. KOF '98 on the other hand is the dream match, therefore it doesn't have a storyline. Episode 6 in KOF 2000 continues the NESTS saga. KOF 2001 will most likely be a dream match revival. (as it appears in the title logo)

Actually, they're FINALLY coming out with the King of Fighters that explains the gap between '97 and '99. It gonna be on the Gameboy Advance. Also, it's already been stated that KOF 2001 is gonna be an oficial storyline title, despite the name.
