While involved in a fight with a rival motorcycle gang (the clowns) he crashed his bike trying to avoid a child who was on the road. This child was a runaway from a seceret military operation that was experimenting with pyschic abilities. Moments after the crash took place the military arrived and took both the child and Tet...I mean K999, and sujected him to their experimentations, thus explaning where his powers originated.
