The introductory lineup of Baseball Stars,Ninja Combat,Blues Journey,NAM-1975,Super Spy And Crossed Swords proved to be nothing more than over priced,underwhelming knockoffs of SNES and Genesis titles.
The release of Fatal Fury,World Heroes and Art of Fighting revived a waning interest long enough for the release of Samurai Shodown. Samurai Shodown was a SMASH hit in both the arcade and home markets. AES users went ballistic when SNK censored the home version with white blood and removed the body slicing fatalities in US mode.
The popularity of Samurai Shodown demanded a sequel and the Arcade Ops here in the US were anticipating a greater or repeat success. The talk was,"Could SS be the next Street Fighter II franchise?"

I think samurai shodown 1 did that already. After ss1 got released, everyone and their grandma needed a neogeo so badly and systems suddenly kept popping up at game retailers everywhere.
