Crazy Taxi ROM Board Having Issues

So I have been sitting on this issue for a year. My sit-down Crazy Taxi cab has now stopped working due to a bad ROM board. I have swapped out the Naomi mainboard and encountered the same problem. The game starts to lock up and crash at the title screen when the music starts.

Anyone have any tips on where to start before I begin to reflow the entire board in an attempt to get it working again?

The Naomi has a RAM/ROM test, right? Does the test menu show any problems with the ROM board?
