Are Athena and Red Arremer playable if you have the debug bios?

Hey,
Well much as the title says I was wondering if the debug bios unlocks Athena and Red Arremer. I saw in the Neo store where it unlocks all the fighters, but it made no mention if that included these two as well. I have a modded AES system with the debug bios on the way and just wanted to see if I will be able to knock some heads with Athena and Red Arremer. Thanks.

Possibly, as long as the game support debbuging by switching the dips.
