I recently got myself an AES, turns out to be 3-3 board.
I was horrified with the quality of the RGB out compared to my CMVS so I followed the Bypass mod as in this link http://www.neo-geo.com/forums/showthread.php?158147-RGB-bypassing-a-NEO-AES3-4&highlight=aes3
This has had a significant improvment in picture quality but I can see scrolling noise in the background as seen in the pics here
I found that changing from a switched mode Psu to a transformer based one helped alot but im still seeing the noise and its very annoying.
I was not able to find much info on the AES3-3 board so I'm not sure if the RGB bypass was needed. I removed all the components carefully so it can be restored if needed.
I'm also using a euro scart lead with a lead in the headphone socket for Audio.
From reading old threads the conclusion was to try another TV, but I thought maybe there had been a newer method that fixes it and I dont see this issue with other consoles or from MVS.
Thanks in advance
