How shit tier employee levels are you prepared to accept, when you're fishing in the barrel of people who either couldn't find another job in the last 12 months, or are prepared to fuck off a job that they've had for less than 12 months to join you?

Answer: the kind of employees who no-show orientation.
Many people in the sub $20 hour job market have a YOLO mentality when it comes to jobs. After creating so many COVID assistance plans; most of which have not gone away yet (food assistance, cash assistance, rent assistance, energy assistance, cell phone assistance, wifi assistance, unemployment boost, childcare assistance and soon college assistance). Many in this wage range aren't going to work unless they (A) love the work and/or (B) you convince them everyday they are the greatest thing that has ever happened to your organization. (A) is rare and hard to cypher in a 45 minute interview and (B) is tiring.

It depends on the job and employer. For some jobs they get so many applications they can't look at them all. In your case the employer may have been on their second or third round of going back and looking at candidates before they saw your resume.

I've seen a handful of government-type job listings, especially for federal or law enforcement-related, that state right near the start of the application that the full hiring process takes up to three months since they have extensive testing and background checking requirements.

It took me 5 months to fill my last open position with a decent candidate.
