so i went to In'N'Out before to get a burger & afterwards noticed something written on the back of one of the bills i got with my change....

Probably done in paint to keep people from trying to counterfeit the bill.

No, that's to authenticate the bill.
I'm saying that WakuWakuWeirdo probably imported the scan into paint and put slashes across the bill to keep people on the net from trying to counterfeit the bill.

Edit: Or....maybe there is some other reason.
