KOF NeoWave is a great game.. it's 2002 with great graphics and mechanics that are improved upon.

I think you're trying to be too hip for the room with your "oh my god, I'm the only person in the world with sense, and look, I noticed a double standard" stance.
I played Neowave. I love '02, so to be honest, I was expecting to be one of the people who liked it, in spite of the all the people complaining about the superficial shit. In fact, as the supergun was turned on, there was no doubt in my mind that I was going to love it.
I didn't. I didn't like it. And it had not much at all to do with backgrounds or whatever. I didn't think Heat mode was useful, much less anything to get excited about, I didn't like how they had nerfed some of my favorites, like Billy, I missed some of the cast members not included, and the Geese at the end of the game was lame (and did look like shit). In my opinion, the mechanics are not superior, just tweaked.
In my opinion, there is absolutely NO reason to take KOF '02 out of my cab, and put Neowave in. Not even for a single match. In my opinion, Neowave is not superior in ANY aspect, and at best reaches equal to '02 in some aspects. So why play it?
And as for the "substance over style" thing. Yes, gameplay is more important. I think I got that covered by liking '02 in the first place. But you almost make it sound like we should be striving for shitty looking games. Like some monk in a monestary flogging himself. No fucking thank you. There's a reason why so many people's favorite Neo games are MotW, LB, RBFF, etc., ...games that look AND play great. I think that's a better target to shoot for.
