I have a white (SNKG) MVS cart that looks legit other than a few chips marked 064. Most of the chips are marked 090 and the label looks original but the 064 chips have me in doubt. Any chance it is a boot?

Check the solder side and make sure that all the solder points look nice and original. If they look good its probably original. My Bust-A-Move cart is legit, legit label, legit boards, original solder points, etc. However the chips are all marked as 068 (Power Spikes 2)(V1,V2,C1,C2,C3,C4) and 096 (Art Of Fighting 3)(V3,V4,EP1,M1,S1,C5,C6) and not 083 (Bust-A-Move).

I didn't even think to check the solder points. They look good compared to the pics you attached so I'm going to assume its real. Thanks for all the help.
