With the Neo Geo AES System can you play these systems on PAL tv's? Or do you have to have a NTSC-PAL converter?

If you have a PAL system then you'll be fine, if you have a NTSC system as long as your telly can accept NTSC signals, most modern tv's can, you'll have no problems.

neither us or jap they are both ntsc. its the european system you require
