Where are the fighters hitting each other?

So I've been wondering this for a while. I was playing KOF '98 earlier today and, upon closer inspection, it doesn't look like they're hitting each other at all. The kicks and punches don't really seem to land and there are just little flashes here and there.

Is KOF fake fighting?

of course it's fake. realise how most of the characters in kof come back every year and no one dies even after being hit with a power geyser or set on flames?. all fake.

and how many times does geese have to die?.

This to do with the hit box. Sometimes they are just invisible and do not reflect the animation. Still kof has one of the best drawings in the game.
