Unmodded Japan 3-6. Carts and slot are clean. Correct PSU. Video RAM issue? Any ideas?

Check continuity from B20 on the CHAR board pin to LSPC2 (137).

Ok try this:

A19 from the char board to LSPC2(136).

It appears to be 134 not 136. But yes, continuity.

A18 goes to 134, A19 goes to 136. Check that both of those are connected.

You might as well check the others as well:

CHAR(A18) - LSPC2(134)
CHAR(B19) - LSPC2(135)
CHAR(A19) - LSPC2(136)
CHAR(B20) - LSPC2(137)

Hmm, weird. It's definitely an addressing issue on the low side but if you have 100% continuity...hopefully it isn't a bad LSPC2. Try probing the video RAM and see what's going on.
